1 <br />CITY OF SAINT ANTHONY VILLAGE <br />ORDINANCE 2025-03 <br />AN ORDINANCE AMENDING SECTION 154.179 OF THE CITY CODE PROVIDING <br />REGULATIONS RELATED TO ELECTRIC VEHICLE CHARGING REQUIREMENTS <br />THE CITY COUNCIL OF THE CITY OF SAINT ANTHONY VILLAGE HEREBY <br />ORDAINS: <br />Section 1.Section §154.179 (Parking) is hereby amended to read as follows: <br />Section 154.179 (Parking) <br />(A)(12) Electric Vehicle (EV) Charging. <br />(a) All parking lots serving new residential developments, and any <br />existing parking lots being reconstructed that are not exempt under Subp. <br />(c) of this Section, shall include one or more locations to allow for electric <br />vehicle charging. The thresholds for adding EV charging spaces to new <br />developments are as follows in Table (12)(a): <br />EV Charging Space Thresholds <br />No. of New Parking <br />Spaces <br />Required No. of EV Spaces and Level of <br />Charger <br />Residential developments <br />with at least 10 spaces up <br />to 29 spaces <br />10% of spaces at Level 2 or greater <br />Residential developments <br />with 30 spaces up to 49 <br />spaces <br />10% of spaces at Level 2 or greater; <br />Residential developments <br />with 50 spaces or more <br />10% of spaces at Level 2 or greater <br />(b) Level 2 Chargers shall be those that operate at 240 volts in residential <br />settings, or 208 volts in commercial settings, and which typically deliver <br />power ranging from 3 Kilowatts to 19.2 Kilowatts. <br />(c) These requirements shall not apply to maintenance of existing parking <br />areas when that maintenance consists only of restriping, seal-coating, <br />patching of less than 25% of the total area of the parking lot, or “mill and <br />overlay” projects. <br />(d) Spaces designated as EV charging spaces shall be included in meeting <br />the property’s required parking quantities per this code. <br />46
