City of St. Anthony <br />CITY COUNCIL WORK SESSION <br />Minutes <br />AUGUST 26, 2025 <br />Present: <br />Mayor & Council: <br />Mayor Wendy Webster, Councilmembers Lona Doolan, Nadia Elnagdy, Jan Jenson, and Thomas Randle. <br />Absent: None <br />Staff: <br />City Manager Charlie Yunker, Assistant City Manager Ashley Morello, and City Code Official Richard <br />Sonterre. <br />Others: None <br />Call to Order: <br />Mayor Webster called the Work Session to order at 5:30 p.m. <br />1.Approval of CC WS Meeting Minutes. <br />A.August 12, 2025 City Council Work Session Minutes. <br />Motion by Councilmember Doolan, seconded by Councilmember Jenson, to approve the City Council <br />Work Session Minutes of August 12, 2025, as presented. <br />Motion carried 5-0. <br />2.Work Session Topics. <br />A.Dangerous Dog Ordinance. <br />City Code Official Richard Sonterre reviewed the City Council's action on April 8, 2025, following the <br />third reading, which passed an amendment to the City Code, Section 91.30 – Definitions. The definitions <br />were part of a broader amendment to the Animal Control section of the code. For reasons unknown, the <br />substantive changes to the application of code, specific to Dangerous or Diseased Animals, and the <br />Appeals process for animals deemed potentially dangerous or dangerous, were not presented along <br />with the corresponding definitions. <br />Following recent encounters with dogs that may be potentially dangerous or dangerous, meetings with <br />detectives in the police department found our existing code for these issues to be inadequate for <br />meeting the needs to define these animals as such and not consistent with current State statute. As <br />such, the Staff conducted research on the topic, consulted the language adopted by other cities, and <br />brought the language through the Code Committee, which was approved for presentation to the City <br />Council. Mr. Sonterre provided the language that should have been presented with the definitions <br />already approved by the City Council. <br />As the current language remains inadequate and the recently approved definitions do not correspond to <br />the current dangerous or diseased animals’ language, the Staff is seeking input on the proposed <br />3
