MEMORANDUM <br />To:Saint Anthony Village City Council <br />From:Richard Sonterre, City Code Official <br />Date:August 26, 2025 <br />Request: Further Amendment to Dangerous Dog Ordinance <br />BACKGROUND <br />On April 8, 2025 the City Council, following the third reading, passed an amendment to the city code, <br />Section 91.30-Definitions. The definitions were part of a broader amendment to the Animal Control <br />section of code. For reasons unknown, the substantive changes to the application of code, specific to <br />Dangerous or Diseased Animals and the Appeals process for animals deemed potentially dangerous or <br />dangerous was not presented along with the corresponding definitions. <br />Following recent encounters with dogs that may be potentially dangerous or dangerous, meetings with <br />detectives in the police department found our existing code for these issues to be inadequate for <br />meeting the needs to define these animals as such and not consistent with current state statute. As <br />such, staff conducted research on the topic, consulted language adopted by other cities and brought <br />language through the code committee, which was approved for presentation to the City Council. <br />Attached you will find the language that should have been presented with the definitions already <br />approved by the City Council. <br />RECOMMENDATION <br />As the current language remains inadequate and the recently approved definitions do not correspond to <br />the current dangerous or diseased animals language, staff is seeking input on the proposed amended <br />language. Following this discussion and feedback, the proposed language would be brought forward to <br />City Council for formal consideration. <br />ATTACHMENTS <br />ď‚·Amended language <br />10
