August 12, 2025 St. Anthony Council Work Session - 2 <br />Liquor transfer to General Fund remains at $300,000. <br />HRA, Capital, and Debt Levy Impacts include: <br />HRA Levy remains at the same level as 2025. <br />Combined debt service and infrastructure levy at a zero levy increase. <br />Building, Infrastructure, Park Improvement annual levy increases are consistent with Long Term <br />Capital plans. <br />Capital Equipment fund includes transfer to Police fund for SAV portion of capital costs. <br />Ms. Maloney stated that more time is available to review Fire Department Staffing. <br />A.A.Fire Department Staffing. <br />Fire Chief Diaz reviewed the Current Staffing Structure and Challenges, including: <br />The current staffing model was established 40 years ago. <br />No staffing changes since 1988. <br />2 firefighters on 24-hour shifts daily. <br />Increased call volume. <br />On track to respond to over 2,000 calls for service in 2025. <br />110% increase in call volume in the past 20 years. <br />Changes in St. Anthony Village population/buildings. <br />10 large apartment/condo buildings that were not present 20 years ago (with more scheduled <br />and on the way). <br />Aging community with increased need for services such as medical and lift assists. <br />Significant increase in multiple medical calls. <br />More than 3 times each week, we are faced with multiple calls at the same time. <br />172 instances in 2024 with nearly 80+ callbacks for station coverage. <br />Roseville needs to take care of its City before it can come to St. Anthony to provide mutual aid. <br />Chief Diaz presented a chart showing Call Volume Correlated with Staffing. It is expected there will be <br />2000 calls in 2025. <br />The NFPA 1710 National Fire Protection Association and OSHA Standards were reviewed. NFPA 1710 <br />Standard: <br />Standard for the organization and deployment of Fire Suppression Operations. <br />Establishes minimum criteria for the effectiveness and efficiency of emergency operations by <br />career departments. <br />Notes that even though fireground staffing levels have changed, NFPA continues to require that <br />engine companies be staffed with a minimum of four on-duty members. <br />2 In/2 Out – OSHA Standard. <br />Requires that if 2 firefighters enter the IDLH environment (Immediately Dangerous to Life or <br />Health), there are 2 firefighters outside the structure for safety. <br />Exceptions are made for victim rescue and if the fire is in the incipient phase. <br />4
