August 12, 2025 St. Anthony Council Work Session - 6 <br />The type of development projects that would be applicable include Multi-family developments, being <br />the highest priority, followed by commercial/industrial. Applicability for new and redevelopment would <br />be determined. <br />Ms. Saulog reviewed the Third-Party Rating System, including: <br />Best practices recommend the use of a third-party rating system, along with a customized City <br />overlay. This allows the City to customize its policy or ordinance, but provides flexibility for <br />developers in how to meet sustainable building targets. <br />City benefits: lessens the need for specialized staff or extensive staff time in verifying project <br />compliance, since third-party systems already use widely accepted sustainability standards. <br />Other benefits: leveraging existing rating systems that are well-known in construction allows <br />easier communication and more cost-effective implementation. <br />Common examples: B3 Guidelines, LEED. <br />City staff will research and identify a third-party rating system. <br />Ms. Saulog reviewed the City Overlay Criteria and noted that having priorities outlined now will position <br />the City to be prepared for any new development proposals in the future. The checked items were <br />recommended by the PEC as priorities. <br />City Council is requested to provide staff direction on whether to draft a sustainable building ordinance <br />or policy. <br />Identify preferred approach (mandatory, scoring, suggestion). <br />What should be included in an Ordinance or Policy? <br />o Type of developments (multi-unit, commercial, industrial, PUD, etc.) <br />o New vs. Redevelopment. <br />o Minimum square footage size. <br />Determine whether to include a third-party rating system. <br />Review City overlay items to provide feedback. <br />Also provided for City Council consideration were the Sustainable building policy – policy guide from the <br />Center for Energy & Environment, and the Sustainable building policy – sample reference from City of <br />Edina. <br />Councilmember Jenson stated that a few years ago, the Equinox did a renovation internally, and that <br />would fall within the scope of projects to be considered. Diamond Eight may be doing a renovation. Ms. <br />Saulog stated that it is more about the materials used and how the building is operated, and other <br />things that would not involve an entirely new building. There are opportunities with renovations. <br />Councilmember Jenson stated he agrees that a policy is needed so developers can have a clear direction <br />from City Staff. <br />Councilmember Doolan stated she can see how the mandatory guide is needed for new developments. <br />The more we add new development, we are putting the burden of meeting the emissions goal on <br />residents. She is in favor of mandatory requirements for new buildings. <br />8
