July 22, 2025 Saint Anthony Council Work Session - 7 <br />Having priorities outlined now will position the City to be prepared for any new development <br />proposals in the future. <br />Criteria that Commissioners highlighted as key to include in an overlay: <br />o Predicted and actual energy and water use. <br />o Ongoing monitoring to track impacts and ensure compliance. <br />o Utilization of renewable energy. <br />o EV charging capability. <br />o Diversion of construction waste from landfills and incinerators. <br />o Stormwater management. <br />Ms. Saulog asked what types of projects do we want this policy to apply to? (such as zoning and/or size <br />of building). <br />Priority areas in order: Multi-family developments, commercial/industrial, single-family. <br />It may be possible to create policies that relate to different zoning areas. <br />Creating single-family home sustainable building policy guidelines was discussed. How would a <br />full demo & rebuild be treated? What about the renovation of just a portion of the home? <br />o Guidelines on new construction could be considered, and the size of the building should <br />also be a factor. <br />o Other cities with sustainable building policies include single-family homes, but their <br />guidelines only apply if the project is receiving funding assistance, usually through the <br />city. “Single-family” also includes duplexes, triplexes, and fourplexes in some definitions. <br />Councilmember Doolan stated that if we are going to meet our 2040 goal of reducing emissions, she is in <br />favor of mandating all new development. There are many examples, and we need to start talking about <br />what new development looks like. She is in favor of mandating this one. <br />Councilmember Randle stated he is on the total opposite side on this one, and he has an issue with <br />multi-family housing. He does not believe we should mandate what people choose to do with their <br />homes. We are not considering what a person can or cannot afford. When we start to push our personal <br />beliefs on residents on how to build their homes or what they do in their homes, that is taking it too far. <br />He would be more open to multi-family housing. <br />Mayor Webster stated she appreciates this conversation. She is thinking that if we look at multi-family, <br />she likes the scoring approach. She is thinking about how TIF dollars can be utilized to encourage <br />affordable housing. <br />Councilmember Elnagdy stated that normally, she does not like to tell grown people what they can and <br />cannot do. In this instance, we need to save people from themselves. The main source of our emissions <br />comes from residential. Offering the scoring system to incentivize developers to take sustainability <br />initiatives. She feels this is something the Council should push. <br />Councilmember Doolan stated Council has committed to the goals to reduce emissions. The more new <br />developments that use natural gas for heating our energy in gas are going in the opposite direction from <br />9
