City of Saint Anthony <br />CITY COUNCIL WORK SESSION <br />Minutes <br />June 24, 2025 <br />Present: <br />Mayor & Council: <br />Mayor Wendy Webster (online), Mayor Pro Tem Jan Jenson, Councilmembers Lona Doolan, Nadia <br />Elnagdy, and Thomas Randle. <br />Absent: None <br />Staff: <br />City Manager Charlie Yunker, Assistant City Manager Ashley Morello, and Finance Director Deborah <br />Maloney <br />Others: <br />Call to Order: <br />Mayor Pro Tem Jenson called the Work Session to order at 5:30 p.m. <br />1.Approval of CC WS Meeting Minutes <br />A.May 13, 2025 City Council Work Session Minutes <br />Motion by Councilmember Doolan, seconded by Mayor Webster, to approve the City Council Work <br />Session Minutes of May 13, 2025, as presented. <br />Motion carried 5-0. <br />B.May 27, 2025 City Council Work Session Minutes <br />Motion by Councilmember Doolan, seconded by Mayor Webster, to approve the City Council Work <br />Session Minutes of May 27, 2025, as presented. <br />Motion carried 5-0. <br />2.Work Session Topics <br />A.2026 Debt Levy and Street Improvement Plan <br />Finance Director Maloney reviewed a PowerPoint on the 2026 Debt Levy. A debt levy is a standard <br />practice for local governments to utilize tax-exempt bond financing to fund major capital projects. These <br />typically include: <br />Street and utility reconstruction – as needed. <br />Park Improvements, trails, and sidewalks – as needed. <br />Building improvements or replacements – as needed. <br />Major equipment purchases – e.g., fire trucks, typically once per decade.
