Planning Commission Regular Meeting Minutes <br />July 15, 2025 <br />Page 2 <br />1 the Planning Commission voted to table action on the ordinance, pending further <br />2 consideration and background. <br />3 <br />4 The ordinance developed by staff was based largely on ordinances adopted by New Brighton <br />5 and Roseville. This draft was created at the direction of the City Council, which they had <br />6 discussed at an earlier work session, with comments also provided by the Parks and <br />7 Environmental Commission. <br />8 <br />9 The draft ordinance is again before the Planning Commission. It is noted that the State plans <br />10 to adopt a series of regulatory requirements for EV charging in the next version of the State <br />11 Model Building Code. That code is due in 2030. While numerous other issues will impact <br />12 future requirements, the City Council has focused on a first-step approach to EV charging <br />13 requirements in support of its sustainability goals. It is expected that over time, these other <br />14 topics (industry changes, market dynamics, State regulations, etc.) will require an evolution of <br />15 the City’s ordinance standards. <br />16 <br />17 Rather than attempting to forecast these future inputs and create an ordinance that accounts for <br />18 them, the proposed ordinance instead seeks to coordinate St. Anthony’s code with our nearest <br />19 neighbors, recognizing that these future inputs will inform changes in the local approach. <br />20 <br />21 Mr. Grittman provided the ordinance for Planning Commission consideration, with the central <br />22 question being whether the Commission recommends this as a reasonable first step or not. <br />23 <br />24 It is further noted that under general zoning law, the City has up to 120 days to consider and <br />25 finalize its action on a zoning request. As such, the common expectation is that the Planning <br />26 Commission will forward its recommendation to the City Council within 60 days, ensuring <br />27 the Council has adequate time to deliberate on the proposal. The Commission is requested to <br />28 provide its recommendation at its July 15 meeting. <br />29 <br />30 Commissioner Anderson asked if the option was to amend a portion of the ordinance. Mr. <br />31 Grittman stated that the Planning Commission needs to provide its recommendation this <br />32 evening. At the last Planning Commission meeting, this item was tabled. <br />33 <br />34 Chair Socha noted that the State efforts will not go into effect until 2030 for the building code. <br />35 <br />36 Commissioner Mayne asked what the process is when the Commission requests a work <br />37 session with the City Council. Mr. Grittman stated that the City Manager decided to bring it <br />38 back to the Planning Commission for a recommendation. <br />39 <br />40 Chair Socha stated her concern was about the existing commercial parking lots being <br />41 reconstructed that are not exempt, and that would be a larger cost. She stated she would like to <br />42 see it for the new parking lots. She asked if this is part of the code for Roseville and New <br />43 Brighton. Mr. Grittman stated it is part of their ordinances. She asked if there was any <br />44 feedback from either neighboring city, and Mr. Grittman stated he spoke with Roseville staff, <br />45 and they indicated they get pushback occasionally. <br />46
