MEMORANDUM
To:Saint Anthony Village Planning Commission
From:Stephen Grittman, City Planner
Date:September 16, 2025
GC Project No.140.01 – 25.04
Property Location:3901 Foss Road, Suite D; PID: 31-30-23-41-0008
Request: Conditional Use Permit for Catering in L-I, Light Industrial District
BACKGROUND
The applicants are a coffee service catering provider seeking approval to relocate to an industrial
building at 3901 Foss Road. The applicants would occupy a portion of the existing building,
approximately 1,400 square feet. As noted
by the applicants, only limited employee counts are likely, with a total of 10 employees, and no more
than 3 employees on site at most times. Although parking on the site is somewhat informal, the low
