MEMORANDUM <br />To:Saint Anthony Village Mayor and City Council <br />From:Stephen Grittman, City Planner <br />Date:October 14, 2025 <br />GC Project No.140.01 – 25.04 <br />Property Location:3901 Foss Road, Suite D; PID: 31-30-23-41-0008 <br />Request: Resolution 2025-066 - CUP for Catering in L-I, Light Industrial District <br />BACKGROUND <br />The applicant is a coffee service catering provider seeking approval to relocate to an industrial building <br />at 3901 Foss Road. The applicant would occupy a portion of the existing building, approximately 1,400 <br />square feet. The total building square footing is approximately 12,000 square feet. <br />The Planning Commission held a public hearing on this CUP at its regular meeting on September 16, <br />2025. The applicant answered questions, clarifying that there will be no retail sales at the site, and that <br />their coffee roaster occupies the adjoining suite in the same building, and that this applicant will not do <br />roasting in their facility. There were no members of the public in attendance. The Commission voted <br />unanimously to recommend the Conditional Use Permit with the conditions proposed by staff. <br />CITY COUNCIL ACTION <br />The City Council may consider adoption of Resolution 25-066, approving the Conditional Use Permit for <br />a catering use at 3901 Foss Road, Suite D, for Coffee Cart MPLS. <br />GENERAL INFORMATION <br />Catering operations are allowed in the L-I district by Conditional Use Permit. The purpose of the <br />Conditional Use Permit requirement for food-service related businesses is common to review sanitary <br />sewer and water needs, for which food operations can be prodigious users. In this case, the coffee <br />business is less likely to raise these issues, but additional review from Public Works will regulate this <br />aspect of the business use if determined necessary. From a land use standpoint, there would not <br />appear to be any significant impacts on the surrounding area. <br />ANALYSIS <br />The zoning ordinance lists the following required findings for consideration of a Conditional Use Permit: <br />(C) City Council action. A conditional use permit may be granted only by a majority vote of all <br />members of the City Council after determining that: <br />(1) The use is one of the conditional uses specifically listed for the district in which the <br />property is located; <br />(2) The City Council has specified all conditions which the City Council deems <br />necessary to make the use compatible with other uses in the area. <br />23
