Those parcels must either convert to long-term rental no later than the time <br />4 of renewal of their licenses, or if currently unlicensed, apply for a long-term rental license and <br />5 operate in compliance with those requirements. <br />6 <br />7 One other section was modified based on the Council’s discussion, relating to the potential <br />8 exceptions to the overall single-family rental cap. Council expressed concern over a lack of <br />9 definition of the hardship clause. While there is going to be some subjectivity to this <br />10 determination, the additional language is intended to create some boundaries around a request for <br />11 a waiver from the cap. The exception would be in play only if a homeowner were unable to <br />12 continue to occupy their homestead but wished to retain ownership during an interim period, <br />13 renting out the home during that temporary period, and if the maximum number of single-family <br />14 home rentals had been reached in that neighborhood. <br />15 <br />16 Ordinance 2025-06 – The second ordinance, 2025-06, is administrative in nature and is intended <br />17 to supplement Section 152 (Rental Housing) but is more generally applied to all rental housing in <br />18 the community. Section 152 is proposed to be amended by adding several more specific <br />19 definitions and process requirements. No changes have been made to this draft since the prior <br />20 reading. <br />21 <br />22 Mr. Grittman noted that the Staff recommends approval of the first reading of Ordinance 2025- <br />23 05 and Ordinance 2025-06, if the drafts are found to accurately reflect the Council’s direction. <br />24 <br />25 Councilmember Jenson stated that the Council has gone through this several times, and he would <br />26 be in favor of approving. <br />27 <br />28 Councilmember Doolan stated she also would be in favor of approving First Reading. <br />29 <br />30 Mayor Webster asked about the short-term rentals that were licensed through the City; those that <br />31 do not have a rental license will not be able to use the property as a rental. On June 30, those <br />32 who have had a license would continue until June 30, when they would need to apply for <br />33 renewal. A license would have had to be in effect by September 9, 2025. <br />34 <br />35 Motion by Councilmember Doolan, seconded by Councilmember Jenson, to approve First <br />36 Reading of Ordinance 2025-05 – Ordinance Amending the City Code, Sections 152 and 154, <br />37 Related to Licensing and Regulations for Renting of Single-Family Detached Housing. <br />38 <br />39 Motion carried 3-0. <br />40 <br />41 Motion by Councilmember Jenson, seconded by Councilmember Doolan, to approve First <br />42 Reading of Ordinance 2025-06 – An Ordinance Amending the City Code, Section 152, Related <br />43 to Licensing and Regulations for Renting of Single-Family Housing. <br />44 <br />45 Motion carried 3-0. <br />46 <br />7
