10/10/2025 <br />11 <br />OPTION 3c – Use all available funds over 3 years to reduce levy by $300,000 for each of 3 years <br />Resulting 2026 Levy Increase: 6.08% <br />Aspects for Council to Consider: <br />•Will result in a significant levy increase for 2029 when funds exhausted <br />•Eliminates use for new park amenities requests and infrastructure needs <br />•Major projects/amenity requests can be considered if grant funding is awarded <br />•Limits the City’s options over the coming 6 years as additional requests and needs are brought forward <br />USE OF ONE-TIME FUNDS <br />COUNCIL DISCUSSION <br />Below are the specific items for discussion and feedback for the City Council <br />Council direction on use of “One-Time” funds for the purpose of reducing levy increases: <br />•Not use the funds and absorb the levy increase? <br />•Retain some funds for amenities/infrastructure and use remainder for levy relief? <br />•Use all for levy relief? <br />Staff Recommendation: <br />•Firefighter/Paramedic staffing is key priority for 2026 to maintain service level expectations and staff <br />capacity. Use of one-time funds to lower the levy would limit options for amenity requests and <br />options to adapt to challenges in future budget cycles. <br />Council direction will be utilized to finalize the Capital Improvement Plan and associated portion of the <br />2026 levy that will be presented at the regular Council Meeting on November 10, 2025 <br />21 <br />22 <br />21
