MEMORANDUM <br />To:Saint Anthony Village City Council <br />From:Charlie Yunker, City Manager <br />Date:October 28, 2025 <br />Request: Renewal of Master Joint Powers Agreement (JPA) and Court Services <br />Amendment <br />BACKGROUND <br />In front of you this evening is a resolution authorizing the renewal of the City’s Master Joint Powers <br />Agreement (JPA) with the State of Minnesota, Department of Public Safety, Bureau of Criminal <br />Apprehension (BCA), and the accompanying Court Services Amendment. These agreements are required <br />for the St. Anthony Police Department to continue accessing essential criminal justice data, systems, and <br />tools through the BCA’s Criminal Justice Data Communications Network (CJDN). <br />The JPA and Court Services Amendment also allow the Police Department to access electronic court <br />records and documents through the Minnesota Judicial Branch systems, including the Minnesota Court <br />Information System (MNCIS) and Minnesota Government Access (MGA). These resources are vital to <br />performing our governmental duties, including criminal investigations, prosecutions, and court-related <br />processes, as authorized by law. <br />PURPOSE <br />Renewal of these agreements ensures that the City of St. Anthony remains in compliance with State <br />requirements and maintains uninterrupted access to information critical for public safety operations. <br />Access to BCA and Court data: <br />Provides timely and accurate criminal history, investigative, and court record information. <br />Assists officers, investigators, and prosecutors in carrying out law enforcement and judicial <br />responsibilities. <br />Supports the efficient and lawful exchange of information with other criminal justice partners. <br />RECOMMENDATION <br />Staff recommends that the City Council approve the attached resolution, authorizing the City to: <br />Enter into the renewed Master Joint Powers Agreement with the BCA. <br />Enter into the renewed Court Services Amendment. <br />Execute the agreements with the required signatures of the Mayor and City Manager, as <br />provided by Minn. Stat. §412.201. <br />Approval of this resolution will allow the Police Department to continue accessing the BCA and Court <br />systems necessary to fulfill its responsibilities to the community and the justice system. <br />19
