City Council Regular Meeting Minutes <br />October 14, 2025 <br />Page 2 <br />1 G.Resolution 25-065 – Certifying Special Assessments for Delinquent Public Utility <br />2 Service Accounts to the 2026 Ramsey County Tax Rolls. <br />3 <br />4 Motion by Councilmember Jenson, seconded by Councilmember Elnagdy, to approve the <br />5 Consent Agenda items. <br />6 <br />7 Motion carried 5-0. <br />8 <br />9 VII.PUBLIC HEARING - NONE. <br />10 <br />11 VIII.REPORTS FROM COMMISSION AND STAFF. <br />12 <br />A.13 Resolution 25-066 – Approving a Conditional Use Permit for Coffee Cart Mpls for a <br />14 Coffee Catering Business at 3901 Foss Road. <br />15 <br />16 City Planner Grittman reviewed that the applicant is a coffee service catering provider seeking <br />17 approval to relocate to an industrial building at 3901 Foss Road. The applicant would occupy a <br />18 portion of the existing building, approximately 1,400 square feet. The total square footage is <br />19 approximately 12,000 square feet. The Planning Commission held a public hearing on this CUP <br />20 at its regular meeting on September 16, 2025. The applicant answered questions, clarifying that <br />21 there will be no retail sales at the site, and that their coffee roaster occupies the adjoining suite in <br />22 the same building, and that this applicant will not do roasting in their facility. The Commission <br />23 voted unanimously to recommend the Conditional Use Permit with the conditions proposed by <br />24 Staff. <br />25 <br />26 Mr. Grittman indicated the location on a map along with the Site and Floor Plans. The CUP <br />27 Requirements include: <br />28 <br />1.29 The use is one of the conditional uses specifically listed for the district in which the <br />30 property is located. <br />2.31 The City Council has specified all conditions that the City Council deems necessary to <br />32 make the use compatible with other uses in the area. <br />3.33 The use will not be detrimental to the health, safety, or general welfare of people residing <br />34 or working in the vicinity or to the values of property in the vicinity; and <br />4.35 The use will provide a service or a facility that is in the interest of public convenience <br />36 and will contribute to the general welfare. <br />37 <br />38 Planning Staff recommends approval of the Conditional Use Permit for Coffee Cart MPLS, <br />39 based on a finding that the information supplied with the application supports compliance of the <br />40 proposed use with the intent of the L-1 District, and additional review from the Public Works <br />41 Department verifying that there will be no negative impacts on City water and sanitary sewer <br />42 services. <br />43 <br />44 Mr. Mark Meizner, owner, thanked the Council for its consideration. He loves the City of St. <br />45 Anthony. They do private catering. This would be their headquarters for the business. <br />46 <br />8
