This plan <br />included annual increases for single-family residential properties (classifications 2 & 3) to align the City’s <br />rates with those of surrounding communities. The strategy also called for modest, ongoing increases to <br />ensure the stormwater utility remains adequately funded for future needs. <br />For 2026, staff is proposing a $0.75 increase in the single-family stormwater charge. This proposed rate <br />aligns with the range of comparable rates identified in the most recent regional survey (attached). <br />Annual single-family rate adjustments are based on several factors, including cost drivers, projected <br />project needs, and the overall stormwater fund balance. <br />While single-family rates are comparable to neighboring communities, the City’s commercial <br />stormwater rates remain below those charged for high-density residential and <br />commercial/industrial/institutional classifications in other jurisdictions. The 2023 rate survey found that <br />the City’s commercial rates were only 3–4 times higher than single-family rates, whereas comparable <br />communities charged 7–12.5 times the single-family rate for similar properties. <br />To address this gap, staff proposed a phased, multi-year increase in rates for high-density and <br />commercial/industrial/institutional properties—using the same gradual approach previously applied to <br />single-family rate adjustments. This phased plan will result in the fixed amount increases shown in the <br />chart below. <br />These additional revenues will help ensure sufficient funding for future street reconstruction and major <br />stormwater infrastructure improvements, particularly within the City’s industrial and retail districts as <br />redevelopment occurs. <br />The proposed 2026 Stormwater quarterly rate increases by land use categories is detailed below: <br />13
