MEMORANDUM
To:Saint Anthony Village City Council
From:Minette Saulog, Sustainability Coordinator
Date:November 10, 2025 City Council Meeting
Request: Authorization to Apply for the Metropolitan Council Environmental Services
2026 Private Property I/I Grant
BACKGROUND
Attached is a resolution authorizing the City to apply for the Metropolitan Council Environmental
Services (MCES) 2026 Private Property Inflow and Infiltration (I/I) Grant which is related to the Ongoing
Inflow and Infiltration (I/I) Program between the City of St. Anthony Village and the Metropolitan
Council of Environmental Services (MCES).
The City of St. Anthony Village is currently identified by the MCES as a contributor of excess I/I and as
such is included in the MCES I/I Grant Program. Since being identified as a contributor of excessive I/I,
the City has engaged with a variety of mitigation efforts, some of which include:
Adopted a City Ordinance that prohibits and requires disconnection of foundation (passive)
drains, sump pumps, and rain leaders
City-wide passive drain and sump pump inspection completed in 2007
Implementation of a “point of sale” inspection program of sump pump and passive drainage
systems
Annual street reconstruction programs include the complete replacement of sanitary sewer
system located within road right-of-way
Private sanitary sewer service video inspection of all properties within Street & Utility
Improvement areas and assistance with coordinating repair and/or replacement
Pre- and post-reconstruction sanitary sewer flow monitoring
The 2026 Private Property Inflow and Infiltration Grant Program provides $1.5 million in wastewater
revenue to provide grants to private property owners to help with repairs that will remove and prevent
clear water from entering the wastewater treatment system. The Minnesota Legislature amended
Statute 471.342 to allow MCES to provide grant funding to local municipalities to assist private property
owners’ costs associated with repairing sewer infrastructure on their property.
Local communities, through their 2020 Comprehensive Sewer Plan submittals, indicated that at least
50% of I/I comes from private property and sanitary sewer laterals. These are owned and maintained by
private property owners up to the point of connection with the City’s sanitary sewer main pipe (typically
under the roadway). To promote the need for I/I mitigation, local communities identified a need for
funding for private property owners, which created this program.
