City of St. Anthony <br />CITY COUNCIL WORK SESSION <br />Minutes <br />NOVEMBER 10, 2025 <br />Present: <br />Mayor & Council: <br />Mayor Wendy Webster, Councilmembers Nadia Elnagdy, Lona Doolan, and Jan Jenson <br />Absent: <br />Councilmember Thomas Randle <br />Staff: <br />City Manager Charlie Yunker, Assistant City Manager Ashley Morello, Liquor Operations Manager Mike <br />Larson <br />Call to Order: <br />Mayor Webster called the Work Session to order at 5:32 p.m. <br />1.Approval of CC WS Meeting Minutes. <br />A.October 28, 2025 Council Work Session Meeting Minutes. <br />Motion by Councilmember Doolan, seconded by Councilmember Jenson, to approve the City Council <br />Work Session Meeting Minutes of October 28, 2025, as presented. <br />Motion carried 4-0. <br />2.Work Session Topics. <br />A.Municipal Cannabis Store Update. <br />Liquor Operations Manager Larson presented information on consumption trends and market outlook, <br />noting a shift from the consumption of alcohol to cannabis and low-dose hemp products. Additional <br />details were provided on Minnesota industry news and how those items can impact the municipal <br />cannabis business. He noted that the community can learn from other communities, as Anoka is moving <br />forward with its municipal shop. He reviewed the vision for cannabis and liquor retail for both the 3802 <br />Stinson location, Marketplace renovation, and Village Muni. He described the vision for gathering <br />spaces. <br />Liquor Operations Manager Larson presented the site concepts for the Marketplace and Silver Lake <br />Village locations. He identified the members of the rebrand and renovation team and provided details <br />on the estimated budget and scope, the priorities and timeline, and requested feedback. <br />Mayor Webster thanked staff for the work and update, as they continue to evolve their stores to meet <br />the needs of the community. <br />Councilmember Elnagdy appreciated the pivot, noting that this is well-rounded and fleshed out, and she <br />was excited about the rebrand. <br />3
