City of St. Anthony <br />CITY COUNCIL WORK SESSION <br />Minutes <br />NOVEMBER 17, 2025 <br />Present: <br />Mayor & Council: <br />Mayor Wendy Webster, Councilmembers Lona Doolan, Jan Jenson, and Thomas Randle. <br />Absent: Nadia Elnagdy. <br />Staff: <br />City Manager Charlie Yunker. <br />Others: None. <br />Call to Order: <br />Mayor Webster called the Work Session to order at 5:30 p.m. <br />1.Work Session Topics. <br />A.Discussion on Resolution in Support of State Level Action on assault weapons. <br />Mayor Webster introduced and reviewed the content on the sample resolution, and the intent of it to <br />express City support of State level action in regards to assault style weapons. <br />Councilmember Jenson expressed support for the resolution as it was focused on weapons not related <br />to hunting or other sport shooting activities. It shows support to take action on the problem of mass <br />shootings and the weapons used in those incidents. <br />Councilmember Randle express general support and expressed concern over the resolution not <br />addressing the core issue of why mass shootings happen. Also expressed the desire more action in other <br />aspects, such as the prosecution of crimes for action on broader problems. <br />Mayor Webster described the changes seen in education over the past 20 or more years to make school <br />safer in terms of building security and drills that students and staff are performing to respond to mass <br />shooting events. Over that same time period, access to assault style weapons hasn’t changed. Shooters <br />seek high capacity weapons to maximize impact within the response times capable from law <br />enforcement and other first responders. <br />Councilmember Doolan discussed the difference in rural and urban areas on the perspective on firearms <br />and the types and intended use of hunting and sport firearms. The priority needs to be on children’s <br />safety. Doolan also agreed with Councilmember Jenson that this resolution would demonstrate support <br />for action to State legislators. <br />Councilmember Randle expressed agreement with the comments and reiterated the desire for more <br />steps to be taken in addition to passing the resolution. <br />Mayor Webster confirmed support for the sample resolution to be modified for Saint Anthony Village <br />and directed staff to bring it to a regular meeting for approval. <br />6
