CITY OF SAINT ANTHONY VILLAGE <br />RESOLUTION 25-077 <br />A RESOLUTION SUPPORTING A STATEWIDE BAN ON THE FUTURE SALE AND <br />TRANSFER OF MILITARY -STYLE ASSAULT WEAPONS AND HIGH -CAPACITY <br />MAGAZINES <br />WHEREAS, the City of Saint Anthony Village is dedicated to protecting the health and safety <br />of all people; and <br />WHEREAS, we support our neighbors in Minneapolis as they recover from the catastrophic <br />tragedy at Annunciation Catholic Church on August 27, 2025; and <br />WHEREAS, 23 people, including 20 children, were injured, and two were killed — Fletcher <br />Merkel (8 years old) and Harper Moyski (10 years old); and <br />WHEREAS, the City of Saint Anthony Village is not immune to the ongoing threat of gun <br />violence in our own community; and <br />WHEREAS, the intentional design of military -style assault weapons capable of firing high- <br />powered rounds in high -capacity magazines is intended for killing and maiming <br />as many people as possible in as short a time as possible; and <br />WHEREAS, the US saw 109 public mass shootings between 2000 and 2022, compared to a <br />total of 35 in 35 similarly developed countries, due to the availability of assault <br />weapons and high -capacity magazines; and <br />WHEREAS, numerous studies confirm that national, state, and local bans save lives; and <br />WHEREAS, when there was a nationwide ban from 1984 to 1994, the risk of dying in a mass <br />shooting was 70% lower than in the following decade after Congress ended the <br />effort to extend it; and <br />WHEREAS, there is bipartisan support for a ban on assault weapons by approximately 67% of <br />Americans; and <br />WHEREAS, Malia Kimbrell, the mother of Vivian St. Clair, a survivor of the Annunciation <br />shooting, said, "Action is our only hope;" and <br />WHEREAS, ten states have had similar state bans for many years now; and <br />NOW THEREFORE BE IT RESOLVED that the City Council of City of Saint Anthony <br />Village, Minnesota join the support of a statewide ban on the future sale and transfer of military - <br />style assault weapons and high -capacity magazines. <br />
