MEMORANDUM <br />To:Saint Anthony Village City Council <br />From:Jeff Spiess, Police Chief <br />Date:December 9, 2025 <br />Request: Authorization to Enter into an Agreement with Axon for a 10-year Contract <br />BACKGROUND <br />The Police Department’s current UEMS video recording system with Panasonic will reach end-of-life in <br />2026 and will no longer be supported by METRO-INET. The industry has transitioned to cloud-based, <br />subscription video platforms that provide improved reliability, data sharing, and investigative tools. To <br />remain functional and compliant with modern standards, the department must move to a new system. <br />Staff evaluated options and recommends transitioning to Axon, the industry leader. Axon provides <br />dependable hardware, frequent refresh cycles, strong support, and familiarity for officers and squad <br />builders. <br />Current local server costs continue to rise and offer no long-term support. Axon’s subscription offers a <br />couple of options, including a five-year contract of $104,000 annually which was discussed at the <br />October 23, 2025 joint work session with Lauderdale and Falcon Heights. Subsequent conversations <br />between partners has led staff to recommend a ten-year contract of $105,000 annually with costs <br />shared proportionally under the shared services agreement. <br />Signing the agreement in December allows implementation to begin and ensures video can be migrated <br />before December 2026, avoiding additional Panasonic server fees. <br />RECOMMENDATION <br />Staff recommends approval of the Axon contract with a ten-year term to maximize long-term cost <br />savings, and direction to proceed with implementation of the new video recording system. <br />ATTACHMENTS <br />Presentation <br />Quote <br />Agreement <br />Resolution 25-086 <br />103
