This <br />is the 37 b year of collecting toys for "Toys for Tots". <br />Mayor Webster announced on Wednesday, December 10', that all 4th-6th graders in Minnesota <br />can apply to be Mayor for the Day. Any student who wants to write an essay will be invited to <br />come to Council Chambers to read their essays, which will be forwarded to the State-wide <br />competition. <br />VI. CONSENT AGENDA. <br />A. Approve November 10, 2025, Council Meetinu Minutes. <br />B. License and Permits. <br />C. Claims. <br />Motion by Councilmember Elnagdy, seconded by Councilmember Jenson, to approve the <br />Consent Agenda items. <br />Motion carried 5-0. <br />VII. PUBLIC HEARING - NONE. <br />VIII. REPORTS FROM COMMISSION AND STAFF - NONE. <br />IX. GENERAL BUSINESS OF COUNCIL. <br />A. Ordinance 2025-07 — Amending Multiple Sections of Chapter 33 Relating to Sewer <br />Charge Rates, Water Rates, and Storm Water Facilities Charges. <br />City Manager Yunker reviewed the first reading, and a public hearing was held on November 11, <br />2025. There were no recommended changes to the draft ordinance from the first reading. The <br />key principles forming the rate adjustments are: <br />• Align revenues with the actual cost of service delivery. <br />• Promote transparency in the methodology behind rate setting and adjustments. <br />• Maintain structurally balanced operations. <br />• Support the continued ability to: <br />o Deliver safe and reliable drinking water. <br />o Effectively collect and treat sanitary sewer flows. <br />o Manage and treat stormwater runoff in compliance with environmental standards. <br />Councilmember Doolan asked about the stormwater rates and suggested that, during goal setting, <br />we discuss adjustments for property owners who install Best Practices. City Manager Yunker <br />agreed it will be added to the agenda for goal setting. <br />
