MEMORANDUM <br />To:Saint Anthony Village Planning Commission <br />From:Stephen Grittman, City Planner <br />Date:December 16, 2025 <br />GC Project No.140.02 <br />Property Location:NA <br />Request: 2026 Planning Commission Work Plan <br />BACKGROUND <br />Saint Anthony Village engages in an annual Goal Setting retreat each January. The Goal Setting retreat is <br />an opportunity for City Council, staff and key representatives to develop the City’s annual Strategic Plan <br />and update the City’s Goals Pyramid. This effort utilizes the policy direction from the Comprehensive <br />Plan, prior goals, implementation steps and Commission Work Plans to finalize it’s Strategic Plan and <br />annual goals. Attached to this memo is a proposed draft of the Planning Commission 2026 Work Plan, <br />highlighting the expected activities for the Commission in the coming year. <br />As always, one of the Commission’s primary responsibilities is to review and recommend Council action <br />on land use applications, and as needed, staff-generated proposals for updates to the City’s Code <br />(particularly the Zoning chapter). This coming year, the Commission will also participate in preparing the <br />City for the upcoming 2050 Comprehensive Plan update. That project will get underway in full in 2027; <br />however in 2026, the City will identify priorities and expectations for the Plan, and for the consulting <br />assistance to lead the project. The City’s Comprehensive Plan is anticipated for draft completion in mid- <br />2028. <br />One item that may become a land use discussion item again in 2026 is the Legislature’s consideration of <br />mandating certain housing or housing-related zoning issues. These issues were discussed broadly in <br />2024 and 2025, but little consensus emerged. It is expected that the 2026 Legislative session will <br />continue its discussions in this regard. <br />At the upcoming December meeting, we would like to review these topics for thoughts as to what <br />should be considered as the Commission’s work plan for 2026, which will be summarized as background <br />material for the Goal Setting Retreat. From that process, we will generate an updated Work Plan for <br />2026. Your thoughts on these and other possible topics will be welcomed. <br />It is anticipated that the Commission can conduct this discussion informally, without formal motion. <br />Staff will summarize the material for the submissions to the City Manager’s office. <br />CONCLUSION AND STAFF RECOMMENDATION <br />No specific recommendation is offered – the discussion at the meeting will serve as consensus going <br />forward.
