Today, most of the city’s bike network caters to the “highly <br />confident” bicyclist who will ride regardless of roadway conditions and bicycle facility. <br />Highly confident riders represent the smallest category of people willing to bike. To make <br />biking, in all its forms, a feasible option for more people, the Plan establishes the need, <br />and incremental steps, to prioritize the “interested but concerned” type of bicyclist to <br />create a low stress, all ages and abilities network. <br />Many improvements that prioritize bicyclists also do the same for people walking.
