CITY OF SAINT ANTHONY VILLAGE <br />RESOLUTION 26-018 <br />A RESOLUTION ACCEPTING AND APPROVING THE GRANT AGREEMENT <br />BETWEEN THE CITY OF SAINT ANTHONY VILLAGE AND METROPOLITAN <br />COUNCIL ENVIRONMENTAL SERVICES FOR THE IMPROVEMENT OF <br />PRIVATELY OWNED INFRASTRUCTURE (MCES AGREEMENT NO. SG-26117) <br />WHEREAS, in 2022, Minnesota Statutes 2020, section 471.342 was amended to authorize <br />towns and political subdivisions to establish inflow and infiltration prevent <br />programs and make loans or grants to property owners; and <br />WHEREAS, The Metropolitan Council Environmental Services (MCES) calculates the peak <br />hourly flow discharge limit (I/I Goal) for each community connected to the <br />metropolitan sanitary sewer disposal system. Wastewater flow that exceeds the <br />respective I/I Goal is considered excessive flow. Communities that have a <br />measured wastewater flow greater than 80 percent of the I/I Goal are eligible to <br />apply for the Grant; and <br />WHEREAS,The MCES authorizes its staff to enter into a private property inflow and <br />infiltration grant agreement with local municipalities that are eligible for this <br />grant program; and <br />WHEREAS, The City of Saint Anthony Village submitted an application to the MCES for <br />grant funding for improvements to the privately owned sanity sewer system to <br />reduce inflow and infiltration; and <br />WHEREAS, The MCES has determined a grant award to the City of Saint Anthony Village in <br />the amount of $38,000 for the 2026 program period. <br />NOW THEREFORE BE IT RESOLVED that the City Council of City of Saint Anthony <br />Village, Minnesota: <br />1)The City Council agrees to accept and approve the Grant Agreement between the City of <br />Saint Anthony Village and Metropolitan Council Environmental Services; and <br />2)The City Council hereby authorizes the City Manager and the City Clerk to execute said <br />Agreement for and on behalf of the City of Saint Anthony Village. <br />Approved this 10th day of February, 2026.
