MEMORANDUM <br />To:Saint Anthony Village City Council <br />From:Charlie Yunker, City Manager <br />Date:February 10, 2026 <br />Request: Authorize Use of Funds to Respond to Impacts from Federal Immigration <br />Enforcement During Operation Metro Surge <br />BACKGROUND <br />On February 4, 2026, the City Council held a Special Work Session to discuss various topics pertaining to <br />Federal Immigration Enforcement. From the Special Work Session, Staff received guidance from Council <br />to proceed with process to authorize use of funds related to vehicle towing and storage. <br />As a result of federal agent actions, there have been reports of an increase in abandoned cars in public <br />right-of-way. Leaving abandoned vehicles within the right-of-way will adversely impact the traffic safety <br />and snow plowing. Considerations to waiving towing and towing storage fees have been proposed as a <br />measure to avoid adding additional financial and logistical burdens on targeted individuals and families. <br />The resolution would authorize staff to allocate up to $15,000 to subsidize vehicle towing and storage <br />fees as an impact of Operation Metro Surge. The funds will be administered by Staff to distribute funds <br />to Saint Anthony residents whose vehicles were abandoned in the City and subsequently towed as the <br />result of a confrontation with Federal agents during Operation Metro Surge. <br />RECOMMENDATION <br />Approve Resolution 26-020 to authorize the use of $15,000 to subsidize towing and storage fees for <br />residents targeted during Operation Metro Surge. <br />ATTACHMENTS <br />ď‚·Resolution 26-020
