MEMORANDUM <br />To:Saint Anthony Village City Council <br />From:Minette Saulog, Sustainability Coordinator <br />Date:February 10, 2026 <br />Request: Adoption of Active Transportation Plan <br />BACKGROUND <br />Staff previously presented the Draft Active Transportation (AT) Plan for City Council discussion and <br />review at the January 13, 2026 work session. Further review was completed by the local planning team, <br />with final revisions completed and included in the final version of the AT Plan presented today. <br />ACTIVE TRANSPORTATION PLAN <br />The AT Plan consists of several sections specifically tailored to the Saint Anthony Village community. The <br />introduction shares guiding principles and a summary of the planning process that shaped this Plan. The <br />Vision and Goals, developed with the City’s local planning team, provides the central focus of what this <br />Plan hopes to achieve. Research into existing conditions, plans and policies, and other insights from the <br />planning process provide a picture of what it looks and feels like to walk, bike, take public transit and roll <br />in Saint Anthony Village. <br />As a result, priority projects and recommended action steps have been identified from rounds of <br />community engagement and keeping overall city goals in mind. Finally, the AT Plan provides guidance <br />for short-and long-term implementation steps, and frameworks for measuring progress and success <br />between now and 2031 and beyond. <br />REQUEST <br />Staff request City Council’s formal adoption of the Active Transportation Plan. <br />ATTACHMENTS <br />Presentation <br />Final Active Transportation Plan
