Updated every 10 years (next one <br />due in 2028). <br />•Most recognizable portion – the Future Land Use Plan. <br />•The most critical – statement of Goals and Policies. <br />•Everything done as a part of land use regulation (zoning, <br />subdivision, etc.) should relate to implementation of the <br />City’s land use goals and policies. <br />COMP PLAN, CONTINUED <br />The Plan Continued <br />•The City has a great degree of discretion in setting the <br />terms of its Comprehensive Plan. <br />•As one works from the bottom of this pyramid to the <br />top, discretion lessens, until at the top, the City is <br />functioning in what is referred to as a “clerical” role <br />only. <br />•Therefore, the City has most broad discretion for <br />adopting Comp Plan and Ordinances – these are <br />"legislative" acts. <br />•Less discretion for application of code <br />to permit requests – these are "quasi-judicial" acts. <br />41 <br />42
