City of St. Anthony <br />CITY COUNCIL WORK SESSION <br />Minutes <br />MARCH 10, 2026 <br />Present: Mayor Wendy Webster, Councilmembers Lona Doolan, Nadia Elnagdy, Jan Jenson, and Thomas <br />Randle. <br />Absent: None. <br />Staff: City Manager Charlie Yunker and Assistant City Manager Ashley Morello. <br />Others: None. <br />Call to Order: <br />Mayor Webster called the Work Session to order at 5:30 p.m. <br />1.Approval of CC WS Meeting Minutes. <br />A.February 24, 2026, City Council Work Session Minutes. <br />Motion by Councilmember Randle, seconded by Councilmember Elnagdy, to approve the City Council <br />Work Session Minutes of February 24, 2026, as presented. <br />Motion carried 5-0. <br />2.Work Session Topics. <br />A.Ice Rink Usage <br />City Manager Yunker and Assistant City Manager Morello reviewed that there have been discussions <br />regarding existing park amenities in the City. Due to the City’s size and built-out nature, open space and <br />parks are limited. The City’s three main parks, Central, Emerald, and Silver Point, are currently at <br />capacity. Any consideration of new park amenities would likely require modifying or removing an <br />existing amenity. The City’s ice rinks have been a topic of interest as an amenity to explore further. The <br />purpose of this discussion is: <br />Establish a cohesive understanding of how the ice rinks are currently utilized. <br />Discuss the feasibility and interest in modifying the existing ice rink system. <br />If modifications are preferred, identify emerging priorities. <br />Staff recommends that Council establish a consistent position on ice rinks in preparation for future <br />conversations with external stakeholders. <br />Ms. Morello reviewed the current facilities at Emerald Park, Central Park, and Silver Point Park. Each <br />facility includes one warming house and 2 sheets of ice at each park, one serving as a hockey rink and <br />the other as a pleasure rink. <br />3
