ANTHONY <br />2 CITY COUNCIL REGULAR MEETING MINUTES <br />3 APRIL 28, 2026 <br />4 <br />I.5 CALL TO ORDER. <br />6 <br />7 Mayor Webster called the meeting to order at 7:00 p.m. <br />8 <br />II.9 PLEDGE OF ALLEGIANCE. <br />10 <br />11 Mayor Webster invited the Council and audience to join her in the Pledge of Allegiance. <br />12 <br />III.13 ROLL CALL. <br />14 <br />15 Present: Mayor Webster, Councilmembers Lona Doolan, Nadia Elnagdy, Thomas Randle, and <br />16 Jan Jenson <br />17 <br />18 Absent:None <br />19 <br />20 Also Present: City Manager Charlie Yunker, Assistant City Manager Ashley Morello, City Planner <br />21 Steve Grittman, and City Engineer Justin Messner <br />22 <br />23 Others Present:President of the St. Anthony Area Chamber of Commerce Cody Holiday. <br />24 <br />25 CONSIDERATION, DISCUSSION, AND POSSIBLE ACTION ON ALL OF THE <br />26 FOLLOWING ITEMS. <br />27 <br />28 <br />IV.29 APPROVAL OF APRIL 14, 2026 CITY COUNCIL MEETING AGENDA. <br />30 <br />31 Motion by Councilmember Elnagdy, seconded by Councilmember Jenson, to approve the City <br />32 Council Meeting Agenda of April 14, 2026, as presented. <br />33 <br />34 Motion carried 5-0. <br />35 <br />V.36 PROCLAMATIONS AND RECOGNITIONS. <br />37 <br />A.38 Villager Of The Year – Natalie Warren <br />39 <br />40 Mayor Webster invited President Holiday to introduce the award recipients. <br />41 <br />42 President Holiday announced that the Villager of the Year recipient was Dr. Natalie Warren, <br />43 highlighting her extraordinary leadership, environmental stewardship, and commitment to <br />44 building a more connected community. He provided an overview of her extensive professional <br />45 and educational background. He discussed her work as Chair of the Parks and Environmental <br />46 Commission to make the City more walkable, bikeable, and environmentally responsible. He <br />47 stated that Dr. Warren was the driving force behind the Wilshire Park bike bus, which helps <br />48 students bike safely to school, and that the nominators highly praised it. He finished by <br />49 congratulating Dr. Warren.
