City Council Regular Meeting Minutes <br />April 28, 2026 <br />Page 5 <br />1 Councilmember Elnagdy asked if there would be additional activities, such as reading. Lois <br />2 stated there will be no additional activities, but highlighted the many wonderful books available <br />3 at the St. Anthony library. <br />4 <br />5 Councilmember Doolan asked whether there were any other events in Central Park that day. <br />6 Mayor Webster stated she did not believe so. <br />7 <br />8 Councilmember Jenson expressed his hope that the event would go well and suggested <br />9 advertising it on City Hall's front sign. <br />10 <br />11 Motion by Councilmember Elnagdy, seconded by Councilmember Doolan, to approve <br />12 Resolution 26-035 - Approving The Use Of City Property For A Special Event On July 30, 2026. <br />13 <br />14 Motion carried 5-0. <br />15 <br />C.16 Ordinance 2026-01 - Amending Sections Of The City Code Related To Vision Triangle, <br />17 Administrative Penalties, Mobile Food Units, Impervious Surfaces, Scavengers, <br />18 Definitions Of Rodents, Amusement Devices, And Sign Enforcement <br />19 <br />20 Mayor Webster announced that this is the second reading of this ordinance. She reviewed the <br />21 history of the ordinance. She welcomed City Planner Grittman and invited the Council to ask any <br />22 additional questions. <br />23 <br />24 City Planner Grittman noted a proposed change raised by the City Code Compliance Officer. <br />25 Paragraph C of the Administrative Penalties Section contains a clause stating that any subsequent <br />26 administrative penalties issued for the same offense on the same property within the same <br />27 calendar year cause the fine to double. The proposed language includes that a failure to correct <br />28 the infraction within the allotted time would also qualify for fine doubling. <br />29 <br />30 Councilmember Doolan asked whether this applies to all code violations. City Planner Grittman <br />31 confirmed that it applies to all violations. <br />32 <br />33 Councilmember Elnagdy asked if there are concrete timelines for the administrative penalties. <br />34 City Planner Grittman confirmed that there are outlines in the code and that the Code <br />35 Compliance Officer works directly with property owners to establish a timeline as well. <br />36 <br />37 Motion by Councilmember Elnagdy, seconded by Councilmember Jenson, to approve the second <br />38 reading of Ordinance 2026-01 - Amending Sections Of The City Code Related To Vision <br />39 Triangle, Administrative Penalties, Mobile Food Units, Impervious Surfaces, Scavengers, <br />40 Definitions Of Rodents, Amusement Devices, and Sign Enforcement as presented. <br />41 <br />42 Motion carried 5-0. <br />43 <br />D.44 Resolution 26-036 - Committing To A Complete Streets Approach For People Of All <br />45 Ages And Abilities <br />46
