MEMORANDUM <br />To:Saint Anthony Village City Council <br />From:Charlie Yunker, City Manager <br />Date:April 28, 2026 <br />Request: Resolution 26-035 – Approving the Use of City Property for a Special Event on <br />July 30, 2026 <br />BACKGROUND <br />Before you this evening is a resolution to approve a Special Event Permit submitted by the Hennepin <br />County Library – Saint Anthony branch to host a Llamas at the Library event on July 30, 2026. The event <br />is scheduled to take place on city property near the St. Anthony Fire Station from 10:00 a.m. to 12:30 <br />p.m. <br />This is a popular event the library has hosted before. It includes two llamas on site for petting, <br />accompanied by a handler, and they will remain on the grass for the duration of the event. <br />Staff has created a Special Event Permit to facilitate gathering event information, department head <br />reviews, and staff recommendations to the City Council. The Special Event Permit is required for any <br />public or private event that fits one or more of the following criteria: <br />Expected attendance of more than 100 people <br />Event is requesting the use of city property and/or street closures <br />There will be amplified live or pre-recorded music <br />There will be the consumption or sale of alcoholic beverages <br />The applicant is seeking permission to host their event on city property with attendance projected to <br />exceed 100. <br />RECOMMENDATION <br />Staff has reviewed the application and recommends approval of the Special Event Permit for the <br />Hennepin County Library -- Saint Anthony branch. <br />ATTACHMENTS <br />Special Event Permit Application <br />Certificate of Liability Insurance <br />Resolution 26-035
