MEMORANDUM <br />To:Saint Anthony Village City Council <br />From:Justin Messner, City Engineer <br />Date:April 28, 2026 <br />Request: Resolution 26-036 – Committing to a Complete Streets Approach for People of <br />All Ages and Abilities <br />BACKGROUND <br />As a follow up from the City’s Active Transportation Plan, the City is requesting that Council approves a <br />resolution that identifies the City’s commitment to Complete Streets design principles. <br />Complete Streets is a design approach that supports the design for all people using the roadway, <br />including people walking, biking, using transit and driving. This principle shifts the focus from designing <br />roadways for vehicles to designing roadways to balance safety, access and mobility for all users. <br />Complete Streets are context sensitive, meaning designs need to reflect the context and needs of the <br />area. Streets that are designed with complete streets principles support people to choose different <br />modes of travel, but the design of the roadway and the modes the design supports would reflect the <br />needs of the surrounding area. <br />As part of the resolution, the City would be committing to utilizing the Complete Streets approach when <br />designing and implementing street resurfacing and reconstruction projects. These principles align with <br />many design standards of City Engineers use to date, and the resolution would clarify the City’s values. <br />RECOMMENDATION <br />Staff recommends approval of Resolution 26-036 which commits the City to a complete streets <br />approach for people of all ages and abilities. <br />ATTACHMENTS <br />Presentation <br />Resolution 26-036
