CITY OF SAINT ANTHONY VILLAGE
RESOLUTION 26-029
A RESOLUTION ACCEPTING THE FY2024 ASSISTANCE TO FIREFIGHTERS
GRANT (AFG) FOR INSTALLATION OF NEW FIRE STATION EXHAUST
REMOVAL SYSTEM
WHEREAS, diesel exhaust exposure is a well-documented occupational hazard for firefighters,
with prolonged exposure linked to serious long-term health impacts; and
WHEREAS, the St. Anthony Fire Department has a history of a firefighter line-of-duty death –
Bill Meyers, whose death was ultimately attributed to chronic exposure to exhaust
fumes within the fire station; and
WHEREAS,modern exhaust capture systems significantly reduce these risks by removing
harmful emissions directly at the source, improving air quality and protecting
firefighter health and safety; and
WHEREAS,the purpose of the Assistance to Firefighters Grant (AFG) program is to protect
the health and safety of the public and firefighting personnel against fire and fire-
related hazards; and
WHEREAS,city staff applied for an Assistance to Firefighters Grant from the U.S. Department
of Homeland Security (DHS) and the Federal Emergency Management Agency
(FEMA) to purchase and install a new fire station exhaust removal system; and
WHEREAS, FEMA has determined that the application submitted was consistent with the
Assistance to Firefighters Grant program’s purpose and was worthy of an award;
and
WHEREAS, the FY2024 Assistance to Firefighters Grant has been approved in the amount of
$76,190.47 in Federal funding, with a condition that the City is required to
contribute non-Federal funds equal to or greater than 5.00% of the Federal funds
awarded, or $3,809.53 for a total approved budget of $80,000.00.
NOW THEREFORE BE IT RESOLVED that the City Council of City of Saint Anthony
Village, Minnesota accepts the FY2024 Assistance to Firefighters Grant in the amount of
$76,190.47 and authorizes city staff to execute any necessary grant agreements and related
documents to proceed with the purchase and installation of the exhaust removal system.
Approved this 14th day of April, 2026.
