MEMORANDUM <br />To:Saint Anthony Village City Council <br />From:Justin Messner, City Engineer <br />Date:April 14, 2026 <br />Request: Resolution 26-030 – Awarding Proposal for Professional Engineering Services for <br />the Water Treatment Facilities 20-Year Capital Improvements Plan (CIP) Study <br />BACKGROUND <br />The City of Saint Anthony Village Water Treatment Plant was originally constructed in the 1960s and has <br />undergone several improvements and upgrades over the past decades. As these upgrades and <br />improvements continue to age, proactive planning for repairs, replacements, and future enhancements <br />will be essential. Incorporating these needs into the City’s ongoing Capital Improvement Plan will help <br />ensure the continued effectiveness and efficiency of the facility while allowing the City to thoughtfully <br />plan and manage costs over the next 20 years. <br />WSB has submitted a proposal to evaluate the City’s water treatment facilities. The proposed study will <br />include an assessment of the following treatment process components: <br />Iron and manganese filtration water treatment facilities <br />Granular activated carbon (GAC) water treatment facilities <br />Advanced oxidation process (AOP) water treatment facilities <br />WSB will develop a Capital Improvement Plan (CIP) identifying the major process components <br />anticipated to be needed over the next 20 years, including recommended schedules and associated <br />cost estimates. <br />RECOMMENDATION <br />Award quotes as follows: <br />Approve proposal of $24,500 to WSB for Professional Engineering Services Water Treatment <br />Facilities 20-Year Capital Improvements Plan (CIP) Study. <br />ATTACHMENTS <br />Professional Engineering Services Letter Proposal <br />Resolution 26-030
