MEMORANDUM <br />To:Saint Anthony Village City Council <br />From:Justin Messner, City Engineer <br />Date:April 14, 2026 <br />Request: Resolution 26-031 – Awarding Professional Services Contract and Authorizing <br />Purchase of Valves for the Water Treatment Plant Valve Replacements <br />BACKGROUND <br />The City of Saint Anthony Village Water Treatment Plant was originally constructed in the 1960s and the <br />existing valves are reaching the end of their useful life. Existing valves are experiencing operational <br />issues, including leaks and increased maintenance needs, which can impact reliability and efficiency. <br />Replacing the aging valves and upgrading the SCADA system will modernize plant operations, improve <br />system reliability, reduce maintenance demands, and bring the facility into alignment with current <br />industry standards and technology. <br />RECOMMENDATION <br />Award quotes as follows: <br />Award quote of $67,000 to Dusk Systems for professional services to provide electrical and <br />program updates to the Water Treatment Plant SCADA system. <br />Award quote of $112,365 to Rep Rite Burk & Associates to furnish 39 Flomatic butterfly valves <br />for the Water Treatment Plant. <br />NEXT STEPS <br />Schedule delivery of valves with Rep Rite Burk & Associates and coordinate programming of <br />valves with Dusk Systems. <br />Request quotes from contractors to install valves. <br />ATTACHMENTS <br />Presentation <br />Dusk Systems Quote <br />Rep Rite Burk & Associates Quote <br />Resolution 26-031
