In 2025, Woodbury became the first in the state of Minnesota to adopt a broadband franchise. The franchise agreement was with Intrepid Fiber Networks and provides equal broadband access to all residents of the franchise area and payment of 5% of the gross revenue fee from the provider to the city for use of its rights-of-way. Since then, broadband franchise fees are an emerging consideration for cities, with many in the metro discussing whether or not to pursue. This includes cities within the North Suburban Communications Commission (NSCC), which Saint Anthony is a member of and utilizes NineNorth. At this time, staff is looking for guidance from Council whether to adopt broadband franchise fees. If the Council is interested, the City would work with the NSCC, which has been delegated the authority to negotiate and manage the cable communications systems on behalf of its member cities. For broadband franchise fees, staff anticipates that the revenue generated from these fees would go towards covering the city’s cost with NineNorth services. 13
