MEMORANDUM <br />To:Saint Anthony Village City Council <br />From:Minette Saulog, Sustainability Coordinator <br />Date:April 28, 2026 <br />Request: Discussion Regarding Climate Plan Initiatives and Incentives <br />BACKGROUND <br />In 2023, Saint Anthony Village adopted the first Climate Plan outlining priorities for Waste, Water, <br />Energy and Transportation to support goals to reduce city-wide CO2 emissions by 80% (all facilities) and <br />100% (city facilities) by 2040. <br />In each focus area there are three unique initiatives, each of which consists of action steps for <br />consideration. The action steps are categorized in the plan as Policy, Education or Operations-oriented. <br />In the first few years of implementation from 2024 to date, several of these items have been <br />successfully evaluated for feasibility or implemented through staff research and actions, policy <br />development, or education and outreach at little to no cost, or with the support of an external grant. <br />However, a subsection of action steps across all four focus areas calls on staff to consider establishing <br />incentives or cost-sharing to promote community adoption of specific actions. Staff is seeking input from <br />Council whether the Council would be supportive of utilizing budgetary funds to accommodate these <br />types of incentives and cost-sharing programs. <br />CLIMATE PLAN EXAMPLES <br />The below examples are included as they are written in the Climate Plan. The purpose of the work <br />session is not to discuss whether to fund each action individually, but to use as a frame of reference <br />whether the Council would be interested in using City funds to support these types of projects in <br />general. <br />Water Focus Area <br />Initiative: Reduce excess impervious surfaces to improve water infiltration and quality. <br />o Action: Incentive for property owners to remove unused impermeable surfaces. <br />Initiative: Establish a revegetation program to replace lost tree cover. <br />o Action: Consider establishing a revegetation fund to help residents pay to have dead <br />trees removed and replaced with more hardy species. <br />Waste Focus Area <br />Initiative: Partner with local organizations to host multiple annual events for proper disposal of <br />hazardous waste, including electronics and appliances. <br />o Action: Consider establishing a fund to reduce or eliminate the financial barriers of <br />proper hazardous waste disposal. <br />Initiative: Reduce the amount of non-recyclable waste sent to the landfill. <br />15
