City of Saint Anthony <br />CITY COUNCIL WORK SESSION <br />Minutes <br />APRIL 14, 2026 <br />Present: <br />Mayor & Council: Mayor Wendy Webster, Councilmembers Lona Doolan, Nadia Elnagdy, and Jan Jenson <br />Absent: Thomas Randle <br />Staff: City Manager Charlie Yunker <br />Others: City Planner Steve Grittman <br />Call to Order: <br />Mayor Webster called the Work Session to order at 5:30 p.m. <br />1.Approval of CC WS Meeting Minutes. <br />A.March 26th, 2026, City Council Work Session Minutes <br />Motion by Councilmember Doolan, seconded by Councilmember Jenson, to approve the City Council <br />Work Session Minutes of March 10, 2026, as presented. <br />Motion carried 4-0. <br />2.Work Session Topics. <br />A.Housing topics Discussion <br />Mayor Webster clarified that this discussion is a follow-up to the January goal-setting session on housing <br />policy. <br />City Planner Grittman began by discussing accessory dwelling units (ADUs). Currently, they are explicitly <br />prohibited in some ordinances and implicitly prohibited by the definition of single-family housing. He <br />sought to provide information on the issues surrounding ADUs and their positive opportunities, and to <br />summarize the community approaches to ADUs. He informed the Council that they will have to consider <br />whether ADUs should be allowed, how to proceed, and how ADUs fit into the recent conversation <br />surrounding rental housing. <br />Mayor Webster expressed her appreciation that the memo addresses the 40 percent allowable <br />impervious surface coverage. She asked if Staff knew what the impact of ADUs would be on the sewer <br />and water system. City Planner Grittman explained that they would have to work with engineers to <br />determine the capacity limitations of those systems and that they did not yet have that answer. <br />City Manager Yunker stated that the major concern would likely be not the system's capacity, but rather <br />connecting the ADUs to the system. Councilmember Jenson highlighted that other utilities need to be <br />considered as well. <br />3
