City Council Regular Meeting Minutes
May 12, 2026
Page 5
1 Motion by Councilmember Doolan, seconded by Councilmember Randle, to approve a City
2 Delegation Visit To Sister City Salo, Finland, as proposed.
3
4 Motion carried 4-1 (Elnagdy).
5
6 X.REPORTS FROM CITY MANAGER AND COUNCIL MEMBERS.
7
8 City Manager Yunker reported that new City Staff were recently welcomed. Dave Anglum is the
9 new Retail Operations Manager, and Jacqara Jackson was also welcomed to City Staff to assist
10 with cannabis retail operations. He informed the Council that construction has begun at
11 Marketplace, which includes the Cannabis store, which is integrated into that space. He informed
12 the Council that they will meet new City Staff members at the next Council meeting.
13
14 Councilmember Elnagdy had no report.
15
16 Councilmember Jenson reported that he attended the Northeast Youth and Family Services
17 Leadership Luncheon on May 6. He also attended the Ramsey County Local League of
18 Governments Program Meeting.
19
20 Councilmember Doolan, the Clean Energy Resources Team's annual meeting on April 30.
21
22 Councilmember Randle had no report.
23
24 Mayor Webster reported that she met with two residents, along with City Manager Yunker, on
25 April 29. She also attended Mike Larson’s retirement party on May 1 to celebrate his work in the
26 Municipal Liquor Store business. On May 8, she attended the fifth Congressional District
27 meeting of City Managers and Mayors.
28
29 XI.COMMUNITY FORUM.
30
31 Carl Neumann, a resident, yielded his time to Dr. Bibi Neumann. Dr. Neumann, a resident,
32 wanted to speak to a pattern across City operations and policy decisions. She stated that the issue
33 is not a single ordinance but the government's general direction. Through Ordinance 2026-01, the
34 City is expanding administrative enforcement authority. She felt that the summary makes the
35 changes seem ordinary and technical, but the actual organization is a much broader structure than
36 the summary suggests. It expands the authority of citations, hearing procedures, fine escalation
37 structures, mailed citations, and hearing fees, all controlled by City Administration. She
38 highlighted that this is occurring as public participation opportunities narrow. Public Comment
39 time has been reduced from 5 minutes to 2 minutes. This changes the dynamic between public
40 power and governmental power. Timelines are based on what the City finds reasonable, hearing
41 officers are selected from City-approved lists, hearing fees must be paid to reduce citations, and
42 penalties can be doubled repeatedly. The Ordinance highlighted neutrality, but the City remains
43 the central operator of the process. This matters because systems should not rely solely on trust.
44 They should be designed so that fairness is visible. Particularly in small communities, this is
45 important. She also highlighted the Residential Waste Reduction and Recycling Grant
46 Agreement with Hennepin County. She stated it seems simple and administrative, but the
19
