MEMORANDUM <br />To:Saint Anthony Village City Council <br />From:Justin Messner, City Engineer <br />Date:May 26, 2026 <br />Request: Resolution 26-039 – Awarding a Contract for Installation of Butterfly Valves at <br />the Water Treatment Plant <br />BACKGROUND <br />The City of Saint Anthony Village is currently working with Rep Rite Burk & Associates and Dusk Systems <br />(system integrator) to replace the existing valves with new automated valves for the backwash process <br />at the Water Treatment Plant. The new valves have been ordered and are anticipated to be delivered by <br />August 1, 2026. Following delivery, Dusk Systems will complete integration of the valves into the Water <br />Treatment Plant control system. <br />To facilitate installation, the City requested quotes from four contractors to perform the work during the <br />low water demand season (November 1, 2026 through March 1, 2027), when impacts to operations can <br />be minimized. <br />The project includes removal of the existing valves and installation of 39 owner-furnished automated <br />butterfly valves, along with necessary hardware and associated minor improvements. Work will be <br />coordinated with City operations to ensure that at least one filter remains operational at all times during <br />construction. <br />RECOMMENDATION <br />Staff recommends that the Council award a quote in the amount of $42,850 to Mn Mechanical Solutions <br />Inc. for the installation of 39 Flomatic butterfly valves at the Water Treatment Plant. <br />ATTACHMENTS <br />Quote <br />Resolution 26-039 <br />27
