MEMORANDUM <br />To:Saint Anthony Village City Council <br />From:Charlie Yunker, City Manager <br />Date:June 9, 2026 <br />Request: Resolution 26-042 – Approving an Off-Site Lawful Gambling Permit and Lease <br />Agreement for the Northeast Minneapolis Lions Community Foundation at <br />VillageFest <br />BACKGROUND <br />The Northeast Minneapolis Lions Community Foundation has submitted an application for an Off-Site <br />Gambling Premises Permit to conduct lawful gambling activities during VillageFest on August 1, 2026. <br />The organization currently holds a Minnesota lawful gambling license (#95036). <br />Because the proposed gambling activities will take place on City-owned property located at 3503 Silver <br />Lake Road NE, the Minnesota Gambling Control Board requires both local government approval of the <br />permit application and a lease agreement between the City and the organization. <br />The Lions Club has been a longtime partner in VillageFest, and these activities have been conducted as <br />part of the event in previous years. Staff has reviewed the application and lease agreement and finds <br />them to be consistent with applicable requirements. <br />RECOMMENDATION <br />Staff recommends approval of the attached resolution authorizing the permit application and lease <br />agreement. <br />ATTACHMENTS <br />Off-Site Gambling Premises Permit Application <br />Resolution 26-042
