CITY OF SAINT ANTHONY VILLAGE <br />RESOLUTION 26-042 <br />A RESOLUTION APPROVING AN OFF-SITE LAWFUL GAMBLING PERMIT AND <br />LEASE AGREEMENT FOR THE NORTHEAST MINNEAPOLIS LIONS COMMUNITY <br />FOUNDATION AT VILLAGEFEST <br />WHEREAS, the Northeast Minneapolis Lions Community Foundation holds a Minnesota <br />lawful gambling license (#95036), and Minnesota law permits licensed lawful <br />gambling organizations to conduct off-site gambling events with the approval of <br />the local governing body; and <br />WHEREAS, the Northeast Minneapolis Lions Community Foundation has submitted an <br />application for an Off-Site Gambling Premises Permit to conduct lawful gambling <br />on August 1, 2026 at VillageFest, located at 3503 Silver Lake Road NE; and <br />WHEREAS, the proposed gambling activities will be conducted on City-owned property, <br />requiring a lease agreement between the City of Saint Anthony Village and the <br />Northeast Minneapolis Lions Community Foundation; and <br />WHEREAS, City staff has reviewed the request and finds it to be consistent with applicable <br />local regulations. <br />NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Saint <br />Anthony Village, Minnesota, approves the Off-Site Gambling Premises Permit application and <br />Lease Agreement submitted by Northeast Minneapolis Lions Community Foundation to conduct <br />lawful gambling on August 1, 2026 at 3503 Silver Lake Road NE and authorizes the City Clerk <br />to execute the application and provide a copy of this resolution to the Minnesota Gambling <br />Control Board as required. <br />Approved this 9th day of June, 2026. <br />_________________________________________ <br /> Wendy Webster, Mayor <br />ATTEST:___________________________ <br /> Nicole DeDeyn, City Clerk <br />Review for Administration: _________________________________________ <br /> Charlie Yunker, City Manager
