City of St. Anthony <br />CITY COUNCIL WORK SESSION <br />Minutes <br />05/12/2026 <br /> <br />Present: <br />Mayor & Council: Mayor Wendy Webster, Councilmembers Lona Doolan, Nadia Elnagdy, Thomas <br />Randle, and Jan Jenson <br /> <br />Absent: None <br /> <br />Staff: City Manager Charlie Yunker, Assistant City Manager Ashley Morello, and City Planner Steve <br />Grittman <br /> <br />Others: None <br /> <br />Call to Order: <br />Mayor Webster called the Work Session to order at 5:30 p.m. <br /> <br />1. Approval of CC WS Meeting Minutes. <br /> <br />A. April 28th, 2026, City Council Work Session Minutes <br /> <br />Motion by Councilmember Elnagdy, seconded by Councilmember Jenson, to approve the City <br />Council Work Session Minutes of April 28, 2026, as presented. <br /> <br />Motion carried 5-0. <br /> <br />2. Work Session Topics. <br /> <br />A. Sustainable Building Ordinance Review <br /> <br />City Planner Grittman provided an overview of the proposed Sustainable Building Ordinance <br />developed from earlier Work Session discussion and Parks and Environmental Commission input. <br />Staff have provided several options based on existing models and prior comments, and have <br />incorporated them into the proposed ordinance. The ordinance includes substantive proposals on <br />requirements and thresholds, as well as processes related to applications, such as a third-party <br />review for building permit applicants. City Planner Grittman highlighted that this ordinance applies <br />to the whole community, but that there are specific requirements for different uses, such as <br />residential or industrial. City Planner Grittman stated that he sought general Council reactions to <br />the ordinance and would answer any questions raised. If the ordinance moves forward, Staff will <br />refine it based on feedback and then bring it to the Planning Commission for a Public Hearing. <br />Finally, it will be formally adopted by the Council following the Public Hearing. <br /> <br />Mayor Webster clarified that the goals of the Work Session are to review the threshold <br />requirements and to discuss the process requirements for certification. Mayor Webster proposed <br />beginning with the threshold requirements. <br /> <br />2
