May 12th, 2026 St. Anthony Council Work Session - 5 <br /> <br /> <br />City Planner Grittman noted that this could be added as a requirement for a PUD or a Conditional <br />Use Permit. Adding this to the ordinance as a PUD would be flexible and appropriate. If this were <br />added as a Condition Use Permit, it would have to be included in the coding requirements. He <br />noted that rezoning is more difficult and concerns the land itself rather than the building. The City is <br />not permitted to put conditions on a rezoning request. He highlighted item B5 as addressing this. <br />He noted that, under the current language, if a building project accounts for more than 50 percent <br />of the County Building Evaluation, they are required to meet the sustainable building requirements. <br /> <br />Councilmember Doolan confirmed that the sustainable building requirements apply only to new <br />sections of structures being added to the preexisting structure, not to the preexisting structure <br />itself. City Planner Grittman stated that this is correct, but if the entire building is being remodeled, <br />the sustainable building practices do apply. He noted that this does not apply to residential <br />buildings at the moment, but that could be added. <br /> <br />Councilmember Doolan acknowledged that this may raise concerns about overregulation, as <br />highlighted by Councilmember Jenson. <br /> <br />City Planner Grittman clarified that if expanded to residential, it would likely concern multi-family <br />homes. Councilmember Elnagdy stated that applying these regulations to multi-family residential <br />units makes sense. <br /> <br />Mayor Webster asked Councilmember Elnagdy if she is proposing to add renovations to multi- <br />family buildings to item number five. Councilmember Elnagdy confirmed that she is. <br /> <br />City Planner Grittman asked if she had an idea for a unit threshold, and she stated she did not. <br /> <br />Councilmember Jenson noted that multi-family expansions and renovations are addressed in <br />items two and three. He asked if this adequately addressed the concern. City Planner Grittman <br />stated that this would apply only to the renovation of an existing multi-family structure, not to a <br />building that is being converted to a multi-family unit after previously being used for a different <br />purpose. <br /> <br />Councilmember Elnagdy asked what happens to a builder if they fail the compliance and <br />monitoring. <br /> <br />Councilmember Jenson proposed discussing the threshold standards in section C. <br /> <br />City Planner Grittman clarified that they are seeking to determine compliance percentages, but he <br />has no specific recommendations at this time. He noted it is difficult to measure the changes, as a <br />vacant building cannot be assessed for energy usage. Staff has attempted to add a test to the <br />ordinance to establish a baseline for energy usage. <br /> <br />Councilmember Jenson stated that it will be difficult to determine a specific percentage reduction. <br />He proposed that the builder provide information on the energy-efficient materials, equipment, and <br />appliances being installed in the building. He said measuring building requirements is easier than <br />measuring usage. <br /> <br />Councilmember Doolan agreed with Councilmember Jenson’s proposal.
