MEMORANDUM To:Saint Anthony Village City Council From:Charlie Yunker, City Manager Date:June 23, 2026 Request: Resolution 26-046 – Approving the City’s Participation in Hennepin County’s Community Development Block Grant (CDBG) Program for Fiscal Years 2027- 2029 BACKGROUND The City has been a long-term participant in Hennepin County’s Community Development Block Grant (CDBG) Program. Hennepin County’s CDBG funds are from the U.S. Department of Housing and Urban Development (HUD), which requires that counties complete a “requalification” process every three years in order to continue to receive funds. As part of the requalification process, the County must advise the City of it’s options to participate in the county CDBG program, and the City must confirm it’s preferred option. The City has the following options it has considered: to opt out of all Urban County CDBG programs, but be eligible to apply for grants under the State CDBG or Small Cities program; or to be entirely included in the Hennepin County CDBG program, but excluded from all other such county or state CDBG programs; or [current election] participate in more than one Urban County CDBG program, but there must be no overlapping of CDBG funds. The City has and is proposing to continue to be entirely included in the Hennepin County CDBG program. These programs are eligible for all Saint Anthony residents, regardless of their county residence. Staff recognize the value of utilizing one county CDBG program to avoid confusion of messaging among residents. As Hennepin is the “home county” for the City where the majority of the City’s land area is in Hennepin County, the City is proposing to continue to participate in Hennepin County’s CBDG program. This option would be for fiscal years 2027-2029. RECOMMENDATION Approve Resolution 26-046 to support the City’s participation in Hennepin County’s Community Development Block Grant Program for Fiscal Years 2027-2029 ATTACHMENTS Resolution 26-046
