City of St. Anthony <br />CITY COUNCIL WORK SESSION <br />Minutes <br />06/09/2026 <br /> <br />Present: <br />Mayor & Council: Mayor Wendy Webster, Councilmembers Thomas Randle and Jan Jenson <br /> <br />Absent: Councilmembers Nadia Elnagdy and Lona Doolan <br /> <br />Staff: Assistant City Manager Ashley Morello, Ehlers Senior Municipal Advisor Stacie Kvilvang <br /> <br />Others: None <br /> <br />Call to Order: <br />Mayor Webster called the Work Session to order at 5:30 p.m. <br /> <br />1. Approval of CC WS Meeting Minutes <br /> <br />A. May 26, 2026, City Council Work Session Minutes <br /> <br />Councilmember Jenson asked whether the next step for the previous meeting’s discussion was to <br />present it to the Planning Commission. Assistant City Manager Morello confirmed that this would <br />be the next step in the process and that they had already held the public hearing. <br /> <br />Councilmember Jenson reflected on his attendance at the Metro Cities Annual Meeting. He noted <br />that the Mayor of New Brighton stated that they spent a lot of time communicating their ADU <br />ordinance to the public before it was implemented. He expressed the value of this input and <br />emphasized the need for a concrete communication plan to the community. <br /> <br />Mayor Webster asked whether Councilmember Jenson is just seeking more community <br />engagement as they move forward with implementing the ADU ordinance. Councilmember Jenson <br />confirmed this. <br /> <br />Councilmember Randle asked what the purpose of community engagement would be. <br />Councilmember Jenson stated that the goal is to increase community awareness of the ADU <br />ordinance. <br /> <br />Motion by Councilmember Randle, seconded by Councilmember Jenson, to approve the City <br />Council Work Session Minutes of May 26, 2026, as presented. <br /> <br />Motion carried 3-0. <br /> <br />2. Work Session Topics <br /> <br />A. Public Finance Policy <br /> <br />Ehlers Senior Municipal Advisor Kvilvang stated that, following previous work session discussions <br />about Council priorities for redevelopment, they had expressed interest in guiding principles for <br />their community.
