<br />Re: Request for Proposals: 2050 Comprehensive Plan Update for the City of St. Anthony Village
<br />Dear Ms. Morello,
<br />WSB is pleased to submit this proposal to assist the City of Saint Anthony Village with the preparation of
<br />its 2050 Comprehensive Plan Update. Saint Anthony Village is a mature, fully developed first-ring suburb
<br />with a strong history of strategic planning, community investment, sustainability initiatives, and thoughtful
<br />redevelopment. The 2050 Comprehensive Plan presents an opportunity to build upon that foundation and
<br />create a clear, community-supported framework for future policy, investment, and implementation decisions.
<br />Meaningful Community Engagement | The City has emphasized that this planning process should be
<br />more than a technical update. Meaningful engagement, community-led visioning, and inclusive outreach
<br />will be central to the success of the plan. WSB understands the importance of engaging residents across
<br />demographics, including renters, multifamily residents, seniors, youth, businesses, community partners, and
<br />regional agencies, while also preparing a plan that satisfies all Metropolitan Council minimum requirements.
<br />Integrated Planning Expertise | WSB will serve as the prime consultant and single point of contact. Our
<br />multidisciplinary team will lead project management, engagement, land use, transportation, parks and
<br />trails, natural systems, climate and sustainability, water resources, GIS mapping, plan production, and
<br />review and adoption support. To strengthen the housing component of the plan, WSB has partnered
<br />with Thrive Consulting, LLC, led by Breanne Kennedy, AICP. Breanne will serve as a focused housing and
<br />economic development subconsultant, supporting the Housing Chapter, housing policy analysis, economic
<br />development considerations, redevelopment opportunities, and implementation strategies.
<br />Implementation-Focused Partnership | Our team is committed to preparing a comprehensive plan that is
<br />visually accessible, technically sound, implementation-oriented, and rooted in Saint Anthony Village’s values.
<br />We appreciate the opportunity to submit this proposal and look forward to the possibility of working with the
<br />City on this important effort.
<br />WSB will provide services related to sewer, water, and surface water management under a separate proposal.
