City of St. Anthony <br />CITY COUNCIL WORK SESSION <br />Minutes <br />07/14/2026 <br />Present: <br />Mayor & Council : Mayor Wendy Webster, Councilmembers Lona Doolan (arrived at 5:33 p.m.), <br />Thomas Randle, Nadia Elnagdy, Lona Doolan, and Jan Jenson <br />Absent : None <br />Staff : City Manager Charlie Yunker, Assistant City Manager Ashley Morello, and City Planner <br />Steve Grittman <br />Others: None <br />Call to Order: <br />Mayor Webster called the Work Session to order at 5:30 p.m. <br />1.Approval of CC WS Meeting Minutes . <br />A.June 23 rd , 2026 , City Council Work Session Minutes <br />Motion by Councilmember Randle, seconded by Councilmember Jenson, to approve the City <br />Council Work Session Minutes of June 23rd, 2026, as presented. <br />Motion carried 4-0. <br />2.Work Session Topics . <br />A.Sustainable Building Ordinance <br />City Planner Grittman reminded the Council of the origin of the Sustainable Building Ordinance <br />and the number of discussions that have been a part of its drafting. He highlighted that the <br />Planning Commission held a public hearing on the Sustainable Building Ordinance in June. City <br />Planner Grittman informed the Council that this discussion of the Sustainable Building <br />Ordinance was intended to be the final discussion before the Council's formal consideration. He <br />stated that the Planning Commission recommended that the Council approve the current <br />ordinance with only minor suggestions. He provided a brief overview of the Sustainable Building <br />Ordinance’s contents, including its purpose, who it would apply to, the third-party rating system, <br />standards buildings must meet, and compliance and monitoring. <br />Councilmember Doolan arrived at the City Council Work Session at 5:33 p.m. <br />Councilmember Jenson noted the categories of buildings in Section B, being new, multi-family <br />residential, expansion of multi-family residential, and renovation of multi-family residential. He <br />asked City Planner Grittman why they use the number five to discuss the number of units that <br />qualify as multi-family residential rather than four. City Planner Grittman clarified that the <br />threshold applies to buildings with five or more units. Councilmember Jenson suggested simply <br />having the language say "five" to make it simpler. City Planner Grittman stated that this is the <br />plan. <br />Councilmember Doolan asked whether there should be greater expectations or more specificity <br />regarding what happens if a building does not meet compliance and monitoring standards.
