-People will be interested in how their input is being used and where it is going to end up. It may <br />be easier to pose the public question to residents as “how do you envision a better City” and <br />internally be able to categorize those comments in Met Council language. <br />-It could be helpful to have engagement events categorized based on target audience. <br />What is the process for selecting a consultant? <br />-The Request for Proposal (RFP) will be released, inviting interested consultants to submit a <br />proposal outlining their services. Staff will review submittals and conduct interviews with <br />potential consultants. Staff would provide a recommendation to Council to enter an agreement <br />with the recommended consultant. Other details are still to be determined, such as the scope of <br />the process. <br />The population forecast appears to be unchanged from 2040 to 2050, but employment forecast <br />increased significantly. What obligation does the City have to put actionable activity towards making <br />those goals a reality? <br />-The City can challenge the Met Council about any forecast or projection that seems <br />unattainable/unreasonable, and can request documentation supporting the source for that <br />data. <br />-There is no real penalty for not meeting the projections. The City is only responsible for the City <br />Plan, projections outline what Met Council thinks will happen. <br />-Comprehensive Plan updates address how the previous forecast played out, not if the City <br />actually met them. <br />Can staff speak more about the Steering Committee? Will Commission members be able to discuss with <br />their Steering Committee representatives to pass along input? <br />-City staff hope to identify a smaller consolidated group that includes 2 representatives from <br />Council, and 2 representatives from each commission. Ideally this pair will consist of a newer <br />member to provide a fresh perspective, and a more experienced member to provide a balanced <br />perspective. <br />-The Steering Committee helps staff guide the consultants throughout the process and ensures <br />smooth progress, but does not write or veto anything on the Plan. <br />-Regardless of Steering Committee membership, all Commission and Council members will have <br />the opportunity to provide input for the plan. <br />-The representatives will provide updates for the rest of the Commission or Council at meetings <br />as an opportunity to share status of the process. <br />-The Steering Committee membership structure changed since the last plan, which previously <br />was composed of Planning Commission and Council representatives. This change was due to the <br />scope of the Comprehensive Plan expanding from focus on land use to other additional topic <br />areas.
