He discussed <br />the rotating investigator position and education conducted by the Police Department and stated <br />the Department puts a lot of effort into its educational standards, which increases job satisfaction, <br />keeps the officers motivated , and reduces liability. He stated the Police Reserves donated 1,600 <br />hours of time and the Police Department relies on its reserve officers during events like <br />VillageFest. He advised the Police Department's Summer Survival School will be doubled this <br />year with approximately 60 children participating. He indicated the Police Department enjoys <br />the support of the community and appreciates the support it receives from the City Council. <br />Councilmember Gray expressed thanks and appreciation to Police Chief Ohl and all the officers <br />for their continued outstanding performance. He requested further information about possible <br />legislation that would make it mandatory to prepay for gas or use a credit card at the pump. <br />Police ChiefOhl stated the most recent bill included possible repercussions against the driver of <br />a vehicle used in a drive-off but the bill has not yet been enacted. He stated that gas stations are <br />in complete control of drive-offs and can require that drivers either prepay or pay with a credit <br />card at the pump. He added the Police Department has worked with the business community to <br />make it more difficult for someone to drive off without paying. <br />Councilmember Gray felt it was a waste of officer resources if the Police Department has to <br />investigate reported drive-offs particularly if there is an easy way to prevent drive-offs. <br />Police Chief Ohl stated the Department has discussed this issue a lot and has worked to reduce <br />the number of drive-offs that the Department investigates as a criminal offense and is working <br />toward the goal of having these crimes reported as a civil offense. <br />Councilmember Roth thanked Police Chief Ohl and all the officers for everything they do to <br />keep the City safe. <br />Councilmember Stille expressed thanks and appreciation to Police Chief Ohl and all the officers <br />for their service. <br />Councilmember Jenson noted the high percentage of reserve officers who volunteer their time <br />and commended Police ChiefOhl for attracting that type of volunteer ism in the community. <br />Mayor Faust encouraged residents to read the Police Department's 2012 annual report, which is <br />available at City Hall or on the City'S website and expressed his thanks to everyone in the Police <br />Department for their service to the community. <br />C. Resolution 13-032; Ratitying the Pension Benefit for the St. Anthony Village Firefighters <br />Relief Association. Mark Casey, City Manager, presenting. <br />City Manager Casey presented the resolution ratifYing the pension benefit for the St. Anthony <br />Firefighter Association in the amount of $2 ,800, noting this benefit level is the same amount as <br />2011 and 2012 and the fund is actuarially sound.
